A real-time strategy game about criminal families competing for power and control of illicit markets in 1930s America, where Prohibition fuels the rise of organized crime. Starting with limited resources and a soup kitchen, the player chooses tenants and gradually builds a criminal empire, expanding across the neighborhood and driving out rivals.
Progress depends on managing resources, constructing and upgrading buildings, recruiting workers, and dealing with the police through payoffs. The game features more than 40 types of buildings, ten tenants, and three kinds of troops: Thugs, Repairmen, and Gangsters. Missteps can cost the player the fight for control.
