This historical action game with strategy elements follows a struggle for power in Ancient China: the campaign goal is to conquer 25 regions and build an empire. Before each battle, the ruler meets with a war council to set military and political policies, then gives orders to officers in the field, such as advancing, holding position, or gathering for an ambush.
The player selects commanders for attacking forces, conducts diplomacy, persuades captives to join the kingdom, or expels officers. Management is shaped by 75 policies, including 25 new ones; the game also features two-player co-op in Empire and Free modes, unlockable scenarios and items. An encyclopedia covers the history of Ancient China, and the game includes more than 200 officers.
